Developing Local Provision

Based on Birmingham’s SEND (Special Educational Needs and Disabilities) strategy, the DLP initiative is in place in early years settings and primary and secondary schools across the city. 

Early Years DLP is part of the improvement agenda to meet the needs of early years children with SEND, but the project is universal, as early identification and intervention improves outcomes for all children.

The initiative aims to enhance the work already being done by early years settings and mainstream schools in providing support to children in their local area.

Phase two of the Early Years Developing Local Provision project will focus on:

  • Increase of uptake of Early Education Entitlement by
    eligible children in each district

  • Increase of children achieving Good Level of Development at end of EYFS

  • Decrease of children across the district who are risk of placement breakdown following transition to reception

  • Did you know over 300 schools and Early Years providers attended the transition events in June 2024, along with other professionals and organisations.

The long-term aim is to establish good quality local provision that successfully meets the needs of individual children, supporting them in their Early Year’s journey through to their chosen mainstream school where their needs will continue to be met well.

Outreach Support

Each District offers outreach support to settings and childminders and advice and guidance for families.

Supporting Transition

The early years DLP builds on the work of The Birmingham Transition Approach to support positive transitions for children into reception classes.

Our Early Years DLP plan for phase one focused on three objectives:

  1. To improve early identification and support for children with additional needs by increasing the number of children that have access to a practitioner with a level 3 SENCO award.

  2. To build knowledge, skills and practice across the sector through coordinated professional development and networking opportunities

  3. To improve early identification and support for children with additional needs by the creation of a virtual district inclusion partnership hub in each of the ten districts 

Effective communication and partnership with parents/carers is a thread running through all of these objectives.t successfully meets the needs of individual children, supporting them in their Early Year’s journey through to their chosen mainstream school where their needs will continue to be met well.
